Literacy and Numeracy Policy Development
Goal:
Recommend policies for Board adoption to improve literacy and numeracy outcomes for students, measured by an assessment tool approved by the superintendent, aligned with the District's Long Term Strategic Academic and Fiscal Plan (LTSAFP).
Action Plan:
- Draft policy language in collaboration with curriculum an
- Conduct stakeholder input sessions with principals, instructional coaches, and district leaders.
- Present draft policy to the Board for first reading, revise as needed, and secure adoption by resolution.
Indicators of Success:
- Draft literacy/numeracy policy completed and shared with Board.
- Board resolution formally adopting the policy by Spring 2026.
- Alignment of policy provisions with approved assessment measures.
Strategic Outcomes:
- Establishes a unified literacy/numeracy vision across the district.
- Provides a sustainable framework to improve student learning outcomes in core subjects.
- Builds Board and community confidence in data-driven instructional leadership.

Instructional Transformation
CTE Program Expansion & Alignment
Goal:
Establish a Career and Technical Education (CTE) committee to complete on audit of existing CTE programs and make recommendations for program
quality, industry alignment, and student outcomes, aligned with the District's LTSAFP.
Action Plan:
- Form CTE committee with administrators, teachers, parents, and students.
- Conduct an audit of enrollment trends, credential attainment, course quality, and industry partnerships.
- Share findings and recommendations.
Indicators of Success:
- Committee membership list and meeting agendas documented.
- CTE audit report completed and presented by Spring 2026.
- Data on student enrollment, credential attainment, internships, and dual enrollment participation compiled.
Strategic Outcomes:
- Identifies gaps and opportunities in CTE offerings.
- Provide recommendations to strengthen pathways for students into college, careers, and technical certification.
- Lay the foundation to builds stronger community and industry partnerships to enhance student opportunities.

Communication and Community Relations
Family and Community Partnerships
Goal:
Develop family and community partnerships through active engagement, participation, and communication to support stronger and more meaningful connections, aligned with the District's LTSAFP.
Action Plan:
- Establish PTA organizations in each school and a districtwide Special Education PTA (SEPTA).
- Publish a comprehensive course catalog translated into Spanish and Haitian Creole.
- Expand stakeholder participation in advisory structures: Special Education Committee, Community Advisory Council, Student Advisory Council.
- Produce "In the Loop" video communications and launch parent communication survey.
Indicators of Success:
- PTA and SEPTA formally established within the school year; list of meeting dotes.
- Course catalog completed and translated by February 2026.
- Parent survey results identifying areas of satisfaction and need of improvement regarding communication.
- Documented agendas/participation from advisory groups and council meetings.
Strategic Outcomes:
- Strengthens trust and communication between families, schools, and district.
- Promotes equitable access to information in families' home languages.
- Empowers parents as active partners in student learning and school improvement.

Leadership Development
Strategic Leadership Sessions with Principals
Goal:
Host strategic leadership sessions with all school leaders focused on data analysis, instructional leadership, and culture-building to ensure alignment between district priorities and school-level actions, aligned with the District's LTSAFP.
Action Plan:
- Schedule monthly sessions with principals and assistant principals.
- Provide professional learning modules on data analysis, instructional leadership, and school culture.
- Monitor implementation and alignment through feedback and follow-up.
Indicators of Success:
- Calendar of monthly sessions.
- Agendas, materials, and attendance logs maintained.
- Post-session surveys completed with at least 80% of participants rating sessions as aligned and useful.
Strategic Outcomes:
- Ensures consistent leadership practices across all schools.
- Increases school leaders' capacity to use data for instructional improvement.
- Strengthens district-wide culture of accountability and continuous improvement.
Annual Goal 5
Executive Leadership Development
Executive Leadership Professional Development Plan
Goal:
Develop a multiyear Executive Leadership Professional Development Learning Plan for Cabinet leaders, beginning annually by January 2026, with monitor approval, aligned with the District's LTSAFP.
Action Plan:
- Draft 3-5 year PD plan including training on strategic planning, executive leadership, change management, project management, data-driven decision making, program evaluation, and budgeting.
- Engage monitors for feedback and formal approval.
- Launch first cycle of professional development beginning Winter 2026.
Indicators of Success:
- Final multiyear PD pion completed and submitted.
- Monitor approval documented.
- Training agendas, attendance logs, and evaluation feedback collected.
Strategic Outcomes:
- Builds sustained leadership capacity within the Executive Cabinet.
- Improves district alignment on long-term goals and fiscal/academic accountability.
- Creates stronger internal pipeline of leaders with competencies in executive-level decision-making.
