Universal Pre-Kindergarten (UPK) is a special Early Childhood program which was established by the New York State Education Department (NYSED) and contracted School Districts to provide an early learning experience for the children of eligible families. Eligible families are defined as those who live in a contracted School District and have children who will be four years old by December 1, 2020.
